What is RP3?
This program was created to protect our city’s water and sewer systems by giving homeowners easy access to plumbers who know how to get the job done right – and know when to call JXN Water if it’s a public-side issue.
Know Your Line
JXN Water and property owners are responsible for specific sections of the lines that carry water to and from your home. The guides below will help you determine if a pluming issue is on your side (privately owned) or on the JXN Water side (public/utility owned).
The water service line is connected to the public water main and delivers clean drinking water to your home.
- JXN Water owns and maintains the portion between the water main and the water meter.
- The portion between the water meter and the structure belongs to the property owner.
The lateral line is connected to the sewer main and carries wastewater away from your home.
- JXN Water owns and maintains the portion from the sewer main to the property line.
- The portion from the property line to the structure is the responsibility of the property owner.

Approved RP3 plumbers have:
JXN Water provides the RP3 Referral Plumber List as a courtesy to assist customers in identifying licensed plumbers who have registered to perform eligible work under our program. Please note that these plumbers operate independently and are not employees, agents, or representatives of JXN Water. JXN Water does not guarantee, warrant, or assume responsibility for the quality, safety, or completion of work performed by any plumber on the RP3 list. Customers are encouraged to exercise due diligence, request estimates, and verify credentials before entering into any agreement. By using a plumber from the RP3 list, you acknowledge and accept that JXN Water is not liable for any issues that may arise in connection with plumbing services provided.
